The constitution states in https://www.holacracy.org/constitution#art335

The Facilitator must immediately stop and disallow any out-of-turn comments, any attempts to engage others in a dialog or exchange of any sort, and any reactions to other reactions instead of to the Proposal.

So, is reacting by saying "i agree with John" a reaction to a reaction or an efficient – because removing redundancy – and allowed way of reacting to the proposal?
