Hello practitioners!

I am preparing governance proposal for People & Partnership sub-circle and I came across examples of organizations, where they have similar circle, but there are no accountabilies, only domains, usually one, e.g. H1 https://app.glassfrog.com/circles/2432

My question is more general. How can sub-circle fill its purpose if it does not have accountabilities?

Or is it common practice, that sub-circles accountabilities are dissolved in roles within it, but then it could be a problem with clarity in the super circle about what the sub-circle does, isnt it?
