[I've asked this question before, but it seems there is no way to access the old community of practice.]

The question is: 

Why is "Resource allocation across Projects and/or Roles within the Circle" not one of the domains of the Lead Link role since that's what it comes down to in practice (until other governance in the form of a policy is created)?

Why should we read it from paragraph 2.1.2 / 2.1.3 ("disposing of assets") in the Constitution, wouldn't the above domain have the same effect - or what am I missing?
