Prioritisation duties

Hi!

Within Russian community we're trying to figure out why constitution only states prioritisation duties for the requests from fellow Circle Members. That's stated in section 4.1.3. To me it would make sense to replace "fellow Circle Members" with "partners". Is there a reason why it is limited only to one circle?
