Levels of engagement within a Holacracy organisation

I'm working with an organisation who have different levels of how to be involved with the business. They have defined these levels and are trying to understand whether to create a Policy through the governance process or whether the levels sit outside governance because they are not directly about how the work is organised. 

I am questioning whether these kind of 'levels' are relevant within a Holacracy powered organisation and I think that potentially there could be a more 'holacractic' way of looking at it.

Does anyone have any thoughts about:

1. If they keep the definition of levels, should this go through the governance process as a Policy (and in which circle?) or be kept as an agreement that sits outside governance?

2. Does distinguishing levels of involvement at an organisation work against the very principles of Holacracy itself?
