Hi, I have a questions about lead links.  

I read that the lead link can only request projects and not give them.  How is this facilitated?

For example; our lead link seems to have a micromanagement issue and he just makes new projects for any circle member when he feels like it without even discussing it with that role filler.  I thought that projects could only be requested during tactical meetings and the role filler had the right to accept or decline the project. 

What is the correct practise and one I could challenge in Holacracy? In fact if what the lead link is doing is wrong, how do I legally challenge this?
