Is it always need the rep link of sub circle to the tactical meeting of the super circle?

I saw the the video on youtube "Full Holacracy Tactical Meeting at Springest, May 2015".
This video is realy usefull for understand how to work a tactical meeting.
I saw that there are not replink during the tactical. Is it correct ?

In your tactical meeting when is present the rep link ?
