Interpretation of the Constitution: 3.3.3(b) Administrative Concerns

In Governance we have Administrative concerns as a defined round in the Constitution but not in the Tactical meeting.

 

Off course it is safe enough to try to add this round to Tactical but I was wondering if there might be a specific reason why this is not a defined round in the Tactical Meeting.
