In this article it is stated that the Lead Link “may” assign someone to fill the Lead Link Role for each Sub-Circle. As every Circle needs to have a Lead Link (2.2)  why is their stated in the Constitution that the Lead Link “may” assign instead of “must” assign. 

“May” implies that the Lead Link is not obliged to do it. So if the Lead Link does not assign anybody for the Sub-Circle does this then automatically means that he/she is the Lead Link of the Sub-Circle (If a role is not filled then the LL is the role filler (2.4.1)).

Who can provide some clarification?
