Governance Meeting: Amended proposal is vague

Hello everyone,

I'm curious to know how other Holacracy practitioners & facilitators would handle a situation like this:

Say in a governance meeting, while processing a tension, in the amend and clarify stage the proposer changes the proposal completely (based on the reactions that the proposer has received). 

The participants hearing the amended proposal, sense the new proposal is very vague. Since they can't ask clarifying questions or share reactions, there's no way to understand the proposal better.

In the objection round the participants can't show any harm to the proposal, because they don't understand it.

So the proposal gets accepted.

It feels odd that the proposal got accepted with the participants not understanding it.

Have any of you experienced something like this before?  As a facilitator would you do anything differently?
