Governance changes motivated by people problems

Recently I was facilitating a simulated meeting where a participant claimed that his tension was about someone not energizing a given accountability. He proposed moving this accountability to another role. That would, in his words, "resolve or reduce the tension".

But governance deals with structure rather than people. I didn't know how to proceed as a facilitator/coach. Is this proposal valid? Should I just let it go and just timeout for explaining the difference between role/structure and soul/people? What would you do?
