- tactical is modified to be "merged" with a meeting format that has specific time constraint (i.e. start time), reason for merging is that being that second type of meeting a good source for tactical tensions, putting the two together makes sense.

Your opinion? Would you strike it/amend it/fix it in any way and for what reason? (on one hand the explicit time impacts the scheduling rights of the secretary and should probably be modified into something that leaves room for his judgement on the other hand it's a modified tactical...)
