Circle accountability not distributed inside the circle : Lead Link individual action ?

Hi,

We have an GCC circle and a sub-circle X, whom "David" is Lead Link.

One accountability of the Circle X has not been "distributed" into the circle.

So, from the GCC perspective, David could be requested to act about this accountability, in the role of X.

But inside the Cercle X, If an action linked to that accountability if requested, that would be an individual action for anyone (LL or not), because no role exists with that accountability.

Is that right ?
