A team too small to make it a circle

Hi,

I'm setting up the initial structure for our company. We have several small teams of 2, 3 or 4 persons working together and being responsible for something. Can I make a circle for such small teams, how can there be a leadlink, secratery, facilitator and replink in a circle of 3 persons. And is it practical to hold governance meetings with a circle of 2 or 3 persons (roles)?
