I guess you created the policy and the two coss-link roles during the supercircle governence (gcc). Is it true ?

Depends on the case - there are many different cases. One could be - creating a Policy within the Super Circle allowing a Cross Link between two sub-circles. In such case, each sub-circle will create a Cross Link Role per gouvernance with governance meeting of such sub circle.
